Begin with the solicitation and site brief
Share the procurement stage, site purpose, operating schedule, access points, public or staff interactions, controlled areas and the outcomes the requirement is meant to support. If an RFP or request document exists, identify the applicable mandatory criteria, evaluation rules, submission instructions and deadlines. The procuring organization should also state the exact contracting entity it requires and any information it needs from a prospective supplier. This creates a factual basis for deciding whether a conversation about scope is appropriate.
Define duties, access and role boundaries
The scope should distinguish routine site duties from roles requiring particular authority, training, access or specialist support. State the access classification for each area or activity and the rules governing records, visitors, keys, information and communications. Personnel screening requirements, if any, should be set by the responsible authority and considered against the proposed role; they must not be assumed. Fire watch, alarm response, traffic control and other specialist duties are not automatic parts of guarding and require their own clear requirements.
Assign supervision, reporting and incident decisions
A procurement brief should identify the authorized contract representative, the site contact, the process for changing duties and the reporting requirements. Establish what must be reported, in what format, to whom and when an incident belongs with institutional management, the procuring authority or emergency services. The proposed scope should make clear that security personnel do not replace the institution’s decision-makers, emergency responders or specialized program staff. These boundaries support accountable communication throughout an assignment.
Information for an RFP or quotation discussion
Provide the solicitation or statement of work, contracting-entity requirements, mandatory criteria, site location, schedule, access classifications, role descriptions, screening conditions set by the authority, reporting expectations, evaluation timetable and contact protocol. Identify any required forms or declarations early. Niibawi’s Ottawa contact can receive enquiries; any potential arrangement is subject to location, availability, applicable licensing, the procurement process and final scope.
Questions, answered.
Can Niibawi discuss an RFP before submission?
Niibawi can discuss a requirement through the stated procurement process. A discussion does not confirm eligibility, mandatory-criteria compliance, personnel screening status, access authorization or contract award.
What should an institution state about access and screening?
State the access classification, authority responsible for screening, role-specific conditions, site rules, records requirements and the procurement steps that apply. Do not assume these requirements apply to every role.
